Website navigation and general layout are consistent across the whole site. The navigation is composed of a common main menu (at the top and bottom of the page) and a submenu (at the left side of the page) that changes from one website section to another.

The site map (keyboard shortcut: ALT+"\") is accessible from each page, as is the search engine (keyboard shortcut: ALT + "]").

All pages within a section (such as Media, Programs & Services, Get Involved and so on) have a "breadcrumbs" menu, above the title. This menu shows the position of that page within the section visited and the website structure.

All links to external websites open a new browser window and include a "title" feature that informs the visitor that the link will open a new window. The "title" of a link is read by assistive technologies and can also be seen in the little callout that comes up when the mouse goes over a link.

The links to reports (such as FST Annual Report 2004), brochures, plans (such as FST Strategic Directions) or articles will also open new, but smaller, browser windows. They also have "titles" alerting the visitor that a new window will open. These windows, although a part of FST website, do not include the main menu and the left side submenu. To return to the page of origin, they can be safely closed either through the Windows close button (top right side of the screen) or through the "Close window" link provided at the bottom of the page.

If a series of links are part of a horizontal menu or appear next to each other on a page, they are separated by printable characters to avoid confusion by assistive technologies.
